From April 2008, depending on floor area, there will be a requirement for all commercial properties in England to be assessed in terms of energy use. This will result in a rating between A and G, as well as recommendation for specific projects to improve the energy efficiency. This will be compulsory on change of lease, sale of the property or every 10 years; as well as for most buildings which have public access.

The rules relating to these Certificates are still under development, but property-owners and occupiers can still undertake some actions to ensure that these Certificates do not affect the liquidity of any property transactions; or that the Certificates for display in public buildings can be obtained in time. With a number of vendors offering services before the finalisation of the calculation methodology and the potential for a shortage of Assessors, owners and occupiers are understandably uncertain how to proceed.
