Planning for a changing climate
Many planning authorities in England and Wales now require an energy statement to accompany
the planning application for developments larger than 1000m2 or 10 dwellings. These statements should demonstrate design measures to reduce energy consumption and in many cases, how a
percentage of the energy demand can be supplied from renewable energy sources.
Many authorities also require an evaluation of Combined Heat and Power (CHP) for larger schemes.
The requirement can be a challenge and to a few schemes a barrier, but in some cases it
provides new income streams delivering returns on investment similar to those expected from
tenants.
Energy infrastructure costs can be reduced and the resultant low emission properties may attract higher rents from companies with strong CSR credentials. Funding contributions may also be available from third parties.
